It doesn’t make sense because Ivankov says weakness , Sanji’s weakness in One Piece has always been Woman. We’ve known that since Alabasta. Sanji’s weakness for woman has even effected his Haki at some points.

But now we got Gaban with this Masochistic Instability thing, but that’s not something you can identify in a short period of time of knowing someone, only Zeff and The Strawhats would be able to identify that in Sanji. There hasn’t been a circumstance in Elbaf for Sanji to show that he has this issue. Unless a Strawhat told Gaban about Sanji. Like Luffy telling Gaban about Sanji’s nature.

Only haters perceive it as weakness though. Sanji has never been portrayed as weak for not able to hit a woman. People who dislike them perceive it as weakness. No Strawhat has ever blamed Sanji on able to kick a woman. Even Nami who was chastising him for not going all out on Khalifa was more concerned about Sanji's life than getting the key to save Robin. Zeff's core teaching was not to hit a woman and never use hands to attack. They will be the core strengths of Sanji, from beginning to end. Whatever the weakness is it lies with Germa and his upbringing before he met Zeff, not after.
