There is technically no real reason why each jojo part can’t be considered a full arc on its own.
I mean we have seen long arcs in manga, such as the Fourth Great Ninja war. We have seen arcs in manga that change protagonists, such the current HxH arc. We’ve seen arcs that change genres and themes such as some of the One piece arcs and the HxH arcs. We’ve even seen arcs that are divided into separate standalone fights like most war arcs like Thousand year blood war
There is technically nothing about Jojo parts that’s so different that you can’t just say it’s an arc like any other Manga.
so if we consider parts as arcs, Jojo’s is likely the most consistently great arc to arc manga not anime experience ever. Seriously, think of the criteria you use to say an arc is good and compare any other manga to Jojo. You can even compare the anime of the series.
