hardening is not always necessary. it's just a move you do with armament haki to make something denser/more physically hard. raw haki power from one person can be stronger than someone else using hardening.

It's pretty justified tbh, Oda's basically off panel'd the King of the world Imcel to focus on the Sanji stuff, unless you're a huge Sanji fan, it's going to be hard to be happy about that.
