An interesting point is that one of the theories we used to explain why Sanji doesn't have CoC was that he’s a "simp."
And yet, in the God Valley flashback, Oda revealed two of the strongest CoC users who were, in fact, simps.

Yeah, regarding Koby, I was referring to the people who kept denying his CoC even after the Honesty Impact, which was a clear display of it. People bringing up random ACoA theories were always just grasping at straws. Even though his role as a new Garp was clear after Smoker failed so badly, and so CoC was a given for him after that.
In my opinion, ALL top tiers have CoC, Kizaru included. His "Unclear Justice" is simply his worldview, just like Aokiji's "Lazy Justice" or Akainu being absolute justice. And after EH, where he basically betrayed the WG to follow his own agenda, I have no doubts left. Not to mention, it would be quite absurd for all the others to have CoC except him. The same goes for Fujitora (which shouldn't even be a debate) and Aramaki.
But as I said, this applies to every top tier. Sabo is definitely going to have it, just as Law will, and so on.
