Nope, the World Government is arguably the biggest reason Flevance was destroyed.
Law should have beef with the entire Gorosei over this.
The World Goverment knew Flevance was doomed if they mined the Amber Lead, milked them dry for all they were worth, then let the propaganda that Amber Lead was contagious, not a result of mining, spread.
Flevance was intentionally destroyed by the WG for economic gains, as many countries have been through the evil Heavenly Tribute.

It's kinda insane that the good ol "Zoro is slightly stronger than Sanji" argument is the best case scenario for us Zoro fans right now 
However negligible the current difference will not actually matter to the story, they'll still fight #2 and #3, Zoro will both use black blades and Asura upgrades by endgame
So, I'm gonna make a thread about this after the chapter comes out, but I really want to do it now, so, here we go.

It's because Crocodile... is a Queen
I've stated before, I believe Crocodile is a former Kuja who came to despise their culture once his sister, Tritoma, died of Love Sickness over Monkey D. Dragon. That's just the theory, though, the important part is if Crocodile was a lady.
The Ivankov moment in Impel Down. The disdain for Vivi being a powerless princess (I've also wondered if Crocodile is a former princess who's kingdom was destroyed).
I have Croc fighting Sanji and Smoker in Wano Act 4, and I think Croc's fight with Sanji will also involve Ivankov.
IMO, Crocodile is going to get CoC WHEN he is revealed to be a woman, and accepts himself.
Crocodile's lack of strong Haki always bothered the shit out of me because the dude is such a powerhouse/has such a powerful personality. THIS FINALLY MAKES SENSE.
It's the same shit Kuina went through, WHICH IS WHY Mihawk, Zoro's goal, is paired with Crocodile.
If Sanji's first fight in the series against a woman is Crocodile with CoC... WHOOHOOOOOOOOOOO
