I’ve mentioned this before: we didn’t see black lightning around Luffy previously because he wasn’t aware of Advanced Conqueror’s Haki (AdvCoC). Now that he has realized this ability, we see the black lightning from his perspective.
Zoro also effectively used AdvCoC against Kaido in Chapter 1010, yet we didn’t see it. This leads to two possibilities: either Oda chose not to depict the lightning so as not to spoil the surprise, or the character himself is currently unaware of this ability—or perhaps he simply isn’t utilizing his full power.
In my opinion, the first option is more likely; Oda enjoys playing with his audience.
