Between Wano and Elbaf, Oda basically inflated CoC by giving it to everyone and making it a basic ability.

You see this first in Egghead, where we were shown that all or almost all of the Gorosei had CoC. The only one who didn’t show it I believe was Peter and given the odds, I’d wager he has it too. Regardless this showed that Imu’s top 4-5 men had CoC.

Then in Elbaf, Oda revealed that CoC is a necessity to beat HKs—the weakest CDs—which drove the value of CoC into the ground.

It was by egghead where I already started to argue Sanji would get it to beat Gorosei. When the HK weakness was revealed, said there was a good argument for Usopp and Nami getting it too.

but it’s fine because like law, sanji has his own unique and powerful abilities. CoC isn’t the end all be all of powers and while it is the strongest ability by portrayal, there are many similarly overpowered abilities that can rival it.

Usopp has lied about it multiple times and Nami has gag scenes about it. CoC is likely tied to Usopp becoming a brave warrior of the sea, and as mentioned, it’s necessary to beat HKs.

I mean Yasopp is one of Shanks’s strongest men. Usopp, by Shonen conventions, should surpass Yasopp.

it’s not unreasonable for the weak trio to beat HKs when the HKs are literal dogshit fighters and Zoro/Sanji will be fighting the Gorosei, who are on a completely different level.

frankly Usopp could awaken basic CoC in Elbaf itself.
