Luffy at 3B after Wano was already too low, as everyone pointed out.

After the Egghead incident, having fought the Gorosei, fought with a Imu, allied himself with War God, and unlocked a new power-up, keeping his bounty lower than Big Mom's would simply be absurd.

I think that as we have now got to a more complete picture of the full series bounties it’s clear that the Strawhat, particularly Luffy’s, bounties are lways too low and that Oda prioritises keeping them as an underdog more than anything else.

Like, look at Kid. How on earth did this guy have a higher bounty than Saobody Luffy or post skip Luffy just because he was a more violent to civilians? I think realistically Luffy’s bounty could have been in the billion range after EL alone with what the World Gov knew about him and what he had done to the balance of power. But Oda’s priority was for Luffy not to be the immediate top dog of the Supernovas, so there was someone else above him.

For Luffy and Shanks, the bounty going higher is a clear sign of the chapter 1 promise being met and I can’t see that happening yet when this part of the series is just the start of the Shanks focus. Unless he gives Shanks another billion boost, which I just don’t see happening, I think Oda’s priority is keeping Shanks > Luffy, rather than caring about Big Mom. Who Oda does have a higher opinion of than most of his readers as well I would say.

I mean, if Luffy has to end up with a specific number just for plot reason X, in this case being under Shanks, regardless of what Oda actually made him achieve, then we might as well stop guessing altogether.

I agree there are plenty of inconsistencies in the story, no doubt. But we are at a point where I could sooner see a random bounty raise to 5B for Shanks (like Blackbeard got) rather than Luffy still being under Big Mom three arcs after beating Kaido, going through the Egghead incident, and even fighting Imu.

Logically it makes no sense for Luffy to not be the most wanted criminal in the world after this but Oda won't let that happen because Dragon freeing some bum countries is supposedly the biggest crime against the WG you can commit

Tbh I hit that stage where I stopped trying to find in series reasons for bounties Zoro and Sanji flat out beat King and Queen 1 vs 1, straight fight, zero excuses and somehow ended up with reasonably lower bounties than them.

And Jinbei somehow got above Sanji just so Oda can maintain his gag that Sanji is always furious about the bounties.

If Shanks does get a bounty raise up to 5 billion that would change it and Luffy could go to 4.5 billion, since his first billion bounty was 1.5 billion.
