Let's analyse the true Hakiman and Martial Arts Prodigy of One Piece, Sanji, as there is some confusion and some acknowledgment needed!
I will let some Masters with VERY HIGH IQ speak first:
This very smart dog, says you CAN'T learn acoc without getting "TAUGHT" "RYOU".
With that scholar quote, lets look at Sanji:
Sanjis Training:
So we get confirmation again that Sanji was NOT trained by Ivankov, but trained himself on the Lands of Kamabaka only Zeff personally trained him.
As opposed to the dynamic duo who get a literal tutorial on Haki:
Chapter 1197:
So Sanji, who, according to our very obtuse friend who understands the manga way better than everyone and debunks everyone, like his scholar friend (some call it also "negging) tells us this:
Sanji doesnt even have hardening as of Elbaf.
Now let's take a deeper look at what Sanji, apparently extreme basic Haki and 0 dedicated Haki training, does, shall we?
Here Sanji starts to crack one of the 19 weapon of Kings restored with omen by counter attacking.
Interesting to note here to understand what is happening: Sanji also says what he is doing right now is hardening and reminiscing that his regular armament is not enough (keep this in mind, this is a clue for later)
Now whats this weapon ?
Lets ask our favorite HK SUPER Sommers:
Powered and restored by imu and granted to the holy bums, at the same level as nemesis, stigma, and all the other weapons
Now HOW is Sanji cracking this weapon here? Cause some people are confused, differentiating if this was ACOA or ACOC
With the TCB chapter i think it very clear, if we use our secret ability, reading panels in order!
After sanji repels Longinus and kicks Killingham, this is the panel, as we can see, despite being hit by the same attack, Killingham doesn't remark anything out of the ordinary from the hit:
Now why is that relevant?
Well, the hits AFTER that, after sanji collects himself and starts attacking Killingham with a new found resolve says this:
This means this attack didnt even have crude acoc, it was accomplished by pure (advanced) COA only by sanji. So regardless what you think it is, COA max or ACOA, it is 100% NOT ACOC what sanji uses to accomplish this feat
Who, according to the scholars, had shit COA btw. and couldn't accomplish hardening.
Lets see the durability of those weapons, shall we?
Then sanji seems, in the same chapter (as its canonicly etablished the HE CANT acess coc because of his mental blocks prior ever, which was lifted at the end of the last chapter) unlocking CoC and already coating his attack with a crude level of ACOC, as killingham after taking 3 coliers after sanjis inner monologue says he regens slows down
Then Killingham puts on his Armor and attacks Sanji again, this time, through a mix of (a)coa and acoc he breaks the weapon by blocking instead of attacking without a named move
Now lets look at the 3 confirmed characters so far in the whole manga who able to only defend with acoc and negate attacks
And, as usual, we dont only get visual confirmation, but verbal confirmation by sanji, that he achieved a defense that, "even when receiving hits, makes him feel nothing"
Consistent with how Garp and Big mom dont feel the attacks they repel
Lets compare this, shall we?

Tbh when I read the raws I also thought it was weird word for Sanji to use in that moment. Oda could've used 出来た/dekita which is how you typically say "I did it" but looking at that post and also the way Tenjuyama was it? described black blades and Zoro specifically higlighting that word I think proping up the word 成る as having significance is 100% on the money, my personal take on it is that it's more inline with it describing something reaching a state of "completion" as opposed to particular emphasis on CoA which would explain why Oda had an ancient legendary weapon in Longinus break on impact with Sanji's defence and why Oda had Sanji shatter Longinus several times over. Chances are that we readers have not truly understood how powerful Sanji's current defense has become.

I think from how much oda pushing how legendary his defense is, and going off my post for this thread i think what happened was sanji first tries to increase his defense "regularly" thats what he trying to "achieve" 達成する here. He basically advances through COA which he already had maxed or was close to, as he needed for his jambe, then to ACOA, which makes the spear crack at first but has no effect with his hit on Killingham cause only COC-coated attacks work no matter how hard your legs are, and then unlocks ACOC coating but imaditly also uses it for a Defensive application akin to garp or big mom or xebec.
Which is atypical if you look at other conquerors, especially awakenings; even with Luffy, who oda gives the most haki abilities we never seen Luffy described ACOC like this ways sanji describes in this chapter.
Oda clearly delirabrlty pushing the "armor" aspect.
The "Fortesss" attack variant sanji uses ようさい can mean impenetrable defense
And Killingham uses also a Maki Panzer, surely not a coincidence by oda

. Definitely worth it despite him not having many followers he deserves it, he always puts out stuff from the japanese chapters i miss personally
