I could see Luffy meeting Dragon and the Revolution RIGHT before they reach Lodestar or Laugh Tale. And then, Dragon tries to recruit the Strawhats into the Revolution. Because with their power, they'd be able to lay a decisive blow against the Marines or God's Knights, and help to overthrow the World Government.
...And then Luffy turns him down flat. "Pass". Because he ain't interested in all that. Luffy WILL fight someone who's being a jerk when they're right in his way. But, he isn't going to go out of his way for a fight. He doesn't want to be the Hero of the World, he wants to be the King of the Pirates! This part of the Final War isn't his fight, it's Dragon's fight. Luffy WILL make you fight your own fights, if you're strong enough.
I don't even know if Luffy would CARE that Dragon is his dad. He's probably forgotten that he even has a dad again.
And besides, if Luffy found out that the Revolutionaries were STARVING the Celestial Dragons...he very well might start punching the Revolutionaries for being jerks. And then he'd probably also punch the Celestial Dragons. Luffy would probably be punching EVERYBODY for being jerks. Luffy does NOT like it when you use food as a weapon against people. I don't think Luffy would approve of the Revolution's methods.
Dragon would be horrified, and probably have some regrets about leaving his son to be raised by bandits and pirates. But, the Strawhats would probably just laugh it off. That's just Luffy.
Maybe that would cause a fight between Luffy and Sabo? Maybe that's how we get our serious Davy Back Fight? Sabo trying to FORCE Luffy to join the Revolution through a Davy Back Fight. That might be interesting. But, who knows?
