Keep in mind they made sanji beat rock Lee which was before sanji got exoskeleton, ifrit and adv CoC.

What is narutos strongest attack? Only thing i have from luffy is giant fist and they will be anal about luffy being called Mr time limit.

One Piece still isnt done yet who knows if any of luffys crew or himself will use future sight haki which is a broken ability to use for a death battle.

Edit: what sucks is they couldn't just wait when luffy was either getting an upgrade or enter the void century flashback to see how joyboy scales and we assume luffy would reach his peak to joyboy.
