Yes sanji isn't black
He doesn't need to display the exact same phenotype. Let's ignore luffy's plot armored ass and his red rock fires. There isn't really more people who can do that. And basic principles are rarely new invented. Luna genes fit the pattern and are the easiest, thus most likely, answer to it.
