There's already some skyrim mods like that incorporating llms for npc dialogue, iirc.

Yeah, looking into it now the set up for Hammerfell after Skyrim is extremely obvious. Hammerfell was the only human region that had not fallen to the Thalmor at that point so there was clearly set up for a conflict even in Skyrim.
