@Cinera not really, going by that logic all FH are being carried by the administrators. Gustang has his own motives for doing this. He said this chapter he wants to create a schism. He was appointed judge by V, but justice is not what he is looking for. He has being consistent with what was presented to us so far.

Personally I am liking gustang's character. He seems one of the few who still hasn't gotten corrupted completely and is standing against zahard.
