@NikaInParis I think trying to hunt even the top bounties would have made these guys that much more badass. Like imagine an emperor legit has to look out from some man out there, both a schemer and a monster, who will shoot for his head in the right occasion.

In a worldbuilding sence. You could say that the WG being what it is, it would keep a very close eye on powerfull independant people that are not affiliated with Pirates or Marines and if any character start to be too strong, their interest would be to put a bounty on their heads as a pirate. A bit like Pedro.

So, if we assume Belli is around the same value as Yen, let's say a hunter captures a 400 million head. In Yen, that would be about 60 million yen, which is a pretty tidy sum. A couple of valuable targets and a Hunter should be set for life l.
