Who can you put above him for certain other than Riboku? And even he admitted he'd lose to him in a head on clash.
Ousen is getting packed in a direct confrontation as well and the others who might be better in a head on clash like Moubu don't measure up to his experience and tactics.

Who could be above Renpa in each state:
Chu: Kou En
Zhao: Riboku
Qin: Ousen? SHK?
Other states: no one.

But Riboku made that comment when Renpa had every Heavenly King under him. At that time, in a purely frontal battle on a plain, yeah I could see why Riboku would have thought that. Renpa himself is a beast like not many others Great Generals but it's the combination of him plus such strong subordinates like the Heavenly Kings that would have shifted the scale.

Anyway I agree with your second comment. I would say they are (or can be) above him: Kouen, Riboku, Ousen, Shouheikun.
