Very tough but probably Robert I guess. Prime Robert is somewhat overrated but he did defeat Rhaegar and he was similar to the Hound in strength except he weilded a warhammer. Probably extreme diff I guess.

The warhammer really doesn't have the impact that some folks think when it comes to the Asoiaf verse. That's where the main source of Robert wank comes from lol. The majority of the greatest fighters didn't use it, they were swordsmen. If it were an advantage, we would have way more characters fighting with that, even smaller warhammers than that one.

The one clear weaponry advantage are Valyrian swords though.

Yeah swords are pretty much the optimal weapon in Martin’s lore, warhammer and spears and such are really like style weapons. There isn’t a warrior in the verse who can’t be overcome by a good enough swordsman lol.
