Kouen might have to keep an eye on Qi, as well as possibly dealing with the Bayue or generals still not loyal to Chu yet, but I think he's also being held by the plot while Riboku is still alive and kicking. If he was launched into action, Qin would be into unbelievably deep shit, possibly losing other Qin Six Generals.

I think when the time comes for Kouen to make his debut, which is likely when Zhao is conquered, Hara will justify why he was busy with one of 2 possible options:

A: He was fighting unbelievably strong Baiyue/southern China/northern Vietnam adversaries, in which the scene will shift right at him standing over their corpses

B: Same as above but replace it with Qi Great Generals.

All things considered, we don't really know what's happening in the east of China, we're just witnessing the events from Qin perspective which is west.

Kouen being the "conqueror of the east" implies that a lot of shit is happening there, would like to see new tribes/characters from south-eastern China, they brought the elephants from there too.

I mean freaking Renpa is technically serving under this guy so Hara must go super extravagant and make his debut so legendary that readers would consider it an iconic moment for the story.

As crazy as it would be, I imagine Kouen's vassals to be Riboku/Ouki level, to serve as a worthy challenge for Qin, since the latter would be too overpowered when they conquer Han, Zhao, Wei and Yan.

Kouen/Shouheikun in Chu is probably a nearly unbeatable combination. Then you've got Renpa and Karin and who knows whoever else.

Take in how insane Qin is gonna have to be, in order to beat that. Lol.
