This is Oda's fault for writing all of Wano so horrendously but had they been in another arc the scabbards would've been shown as strong and not like total clowns. When did law admit that? All law admitted was that he couldn’t beat Doffy and that’s true. Rooftop Law (no I don’t believe all of laws stats suddenly jumped between Dressrosa and Wano) was legit a neg diff material for Doflamingo. It's kind of bizarre to say that Law didn't get stronger between Dressrosa and Wano when we literally see him endure a Thunder Bagua from Hybrid Kaido as well as several Armament enhanced punches from amped Big Mom
Unless you think that Doffy's weak ass attacks have even a fraction of the power that the Rocks duo's attacks have, it's clear Law was stronger by then.

He blocked the thunder Bagua and BM has always had crappy AP that’s really nothing shocking. This was why Laws initial plan was to let Doffy nerf Kaido and then Luffy and Law take him out from there. That’s just how strong Doffy was designed to be. Just because he was weaker after the gamma knife doesn’t make full power Doffy weaker. He was still stronger than rooftop law by a lot.

Big Mom's "crappy AP" still one shot Page One and a much stronger version of herself failed to come close to doing that to Law

It’s not downplaying Big Mom? She doesn’t have some super AP. One shotting the second weakest Tobi Roppo then failing to one shot the third, is not somehting to brag about.
And characters have different strength, Doffys haki is fine it’s above that of crackers canonically since he was actually able to pierce base Luffy unlike Luffy. And Doffy wasn’t hiding behind awakening his awakening was fighting Luffy.
