Water is a magical chemical, the amount of energy it takes to boil water is enormous. This is key, because absorbed moisture serves as a fire-retardant. If you've ever tried to start a wet log, you'll know how much energy it takes to boil that water before the wood will actually light, and you MUST boil the water because until you do, the wood will remain at 100 degrees.

Extremely low RH means brush and wood had very small amounts of water left inside them. The less absorbed water, the easier it is to light the wood. Or, alternatively, the less absorbed water, the SMALLER the required ignition energy.

Then think about the wind. What do you do when you're trying to take an ember and create a fire? You blow on it, of course, because that's the best way to grow a small ignition source into a flaming inferno.
