This Reddit post explains why the zone chronology doesn't make sense, but as an addendum to this, I think it's weird how they chose to constantly pick levels from Sonic 2 and 3 yet they never did Casino Night Zone or Ice Cap.
I guess CNZ would be a bit too similar to Studiopolis, which is fair, but Ice Cap not being in the game is just plain
