Onigashima isn't that important, All that mattered was that it would land on the flower capitol to signify the death of old Wano. The whole of Wano including Kuri etc would become his base of operations

But they didn't use all of Wano as a base yet, on paper it was still controlled by Orochi. The point of the new Onigashima project was to destroy Odens castle, and for the entire country be for pirates, not a tiny part of it
