The lack of worldbuilding is apparent with NARUTO, leading up to the 4th ninja war. All that time spent on chases and shit in the woods, could've been spent developing up the other countries and having Naruto learn about proper history, furthering him towards the responsibilities of a Hokage, his main goal.
