They wanted to make the ultimate fighter, someone who surpasses every other human, as proven by his title, Toshin ("God of Fighting"). This would mean either: 1. the supernatural route, thus an actual god; or 2. something more... "mundane". So, what's above humanity? Extraterrestrials are. So Ogre is an alien. And aliens are green. But Ogre's martial superiority comes from his adaptability to other martial styles,

& to adapt to them all, he must've been around for a long time. Meaning that he came to Earth in the distant past. The devs went outside Japan to amplify the otherness of Ogre. Medieval Europe is quite cliché, & already done to death by Soul Calibur, their other in-house project. They turned down Africa, which left them with America and Oceania. But nobody likes an Aussie tyrant alien (which is less marketable), so

And if Ogre is supposed to be the apex of might & cruelty, well, what do you know, history has just the right cultural backdrop for him to revel in: the home of human sacrifice par excellence, the Aztec civilization. If he is an "ogre" he is, ofc, a giant; and if he is into human sacrifice, he is bloodthirsty, hence a bat/vampire, which works as a contrast to the Aztecs' worship of the sun.
