CineraThe Big Mom Pirates aren't particularly better at civilian casualties, they raze countries to the ground for defaulting on sweets. Even if civilian casualties is your defence, preskip Kidd's bounty was onky 5% more than Kata's, the other YC 1s seem to have an average bounty more than 50% higher than his.
CineraThe Red Hair Pirates sre particularly civil and have very few (if any) civilian casualties, yet Beckman is suggested to have (one of the highest YC 1 bounties), and the sole determinant of his bounty is strength.
CineraBig Mom is the Yonkou with the third highest bounty (of the original four), yet Shanks (whose bounty is lower than hers) has a commander with a bounty much higher than Kata's so his captain can't be used as an excuse.
CineraKata's bounty looks pretty bad when compared to the other YC 1s.

1. Combat Power
2. Threat to the World Government
But I actually think there's a third, more accurate descriptor that applies both to real life Pirate Bounties as well as Bounties in One Piece that Aokiji did not mention:
3. How likely a character is to actually cause trouble for the World Government.
