If you take Dressrosa Fujitora who literally wanted the Pirates to win then sure, it looks like Zoro pushes him to mid diff lol. We've never seen what a Fujitora who actually wants to defeat his opponents looks like. Even against Luffy he outright said he didn't want to fight Luffy and was grateful to him for defeating Doflamingo.

I think Zoro currently gives Fujitora a high difficulty fight would end Wano surpassing Fuji
Same with Luffy really.
