Definitely Harald. It's not even close. Wano was hyped forever, Oden had tons of hype leading into his flashback. Harald was hardly even a character.

It’s honestly crazy how much Oda has dragged the title of Pirate King through the mud ever since Oden’s flashback. Roja had to sneak around WCI to get her RP rubbing, when his crew easily could’ve beaten up Meme and her crew of toddlers. Roja’s drip and aura got retconned because Oda wanted to make him look more like a male stripper for some reason.

Roja’s gun and sword fighting style got retconned to be the most generic swordsmanship possible, Roja is having equal Haki clashes with WB despite WB having a broken DF in his arsenal, Roja’s ability to read Poneglyphs got retconned so that he’d have to beg WB to give him Lolden to become PK. Some random ass character like Harald is now stronger than Roja for really no good reason.

And Roja now has like a dozen equals because Oda’s lazy ass can’t think of a better way to hype up old legends than by comparing them to the PK
