The reason Oda has to introduce a god tier is because he has to introduce characters that require multiple Yonko, Admirals, and Shichibukai to defeat. This is so he can draw all of the classic OP characters allying together against overwhelming foes.

I don’t know why Oda chose to make Loki specifically that strong, but yes Loki would require like, the entirety of the Roger Pirates ganging up on him to stop him, and maybe not even then.

I don’t even see how people can think otherwise. Oda goes out of his way to show us Harald ~ Xebec. Oda then shows us Garp and Roger needing to combine their attacks to take down an immortal Xebex. Oda then shows us Loki taking down an immortal Harald by himself. There’s literally 0 room for genuine doubt, even being generous and saying Roger got stronger post GV he was still a top tier and at worst like 90% there
