Meruem has casual hill level energy blasts (and probably much stronger when serious), that should give him the AOE to bypass FS. He also has is lightspeed En, which should further help him against Kata.

Well if we going to take statements seriously, we have tons of lightspeed feats in One piece, even pre ts!! Luffy could himself dodge a big huge explosion even pre having fs in Punk Hazard. Katakuri Ap scales to mountain-multi mountain lvl, it should be enough to deal with Meruem in my opinion. Of course Meruem has his own ability and wasn´t weak, the sad thing is that we don´t really get the full potential of...

Post Rose Meruem, which make it hard to judge for him is finally level. Probably he could be stronger, but we don´t have really much feats about him.
