I think DR Zoro was probably already stronger than Page One.
I have current Sanji above Page One. I guess Raid Suit Sanji can beat him with solid medium difficulty. I'll place Page One above Pre Raid Suit Sanji for now I guess, but that could easily change.
X-Drake is harder to rate as he's a Supernova and a high ranking member of a top secret marine unit. He may well be the strongest of the Tobi Roppo.
