What's your genuine impression of the Tobi Roppo? Plenty of people expected Ulti to be on the weaker end of things and the fact Luffy debated going G4 for her was pretty satisfying. Definitely a step above the Vets, character wise and power wise.

Oda probably learned his lesson? It feels like Oda is giving them more attention and expanding on their characters over the span of few chapters, than he ever did with the veterans, except for Perospero maybe. The fact he allowed Ulti to use both CoA and CoO in the first chapter she engaged into combat makes the Toppi Roppi looking better again too.

I think so far I prefer the Flying Six in every sense, thematically, character wise (Them not being another bunch of braindead subordinates, blindy sucking their captain's dick of like usually), but I wouldn't say they are necessarily stronger. Ulti vs Luffy was extremely situational, it emphasized her physical strength, but that's just one stat among others.

Not gonna lie, Except for Perospero, you can likely make a better case for the Flying Six than vice versa, cause Ulti already showcased decent haki feats, while Oven and Daifuku have only been confirmed to be haki user in a second source, the databook...Forget Compote by the way lmao..

Definitely looks like Oda has a lot planned for the Tobi Roppo, making them mid battle antagonists to keep things interesting. The fact that they seem to have their own goals and agency really helps too. They pretty much all stand out. As characters, they're above all the Vets. besides Perospero.

Power wise, I think they're probably above even Perospero. I know it's not the fairest of comparisons, but Perospero was an after thought to Luffy while you have Ulti warranting G4. It's not like current Luffy with G2/G3 wouldn't be more than enough for all 3 Vets either tbh. The case could've been made for Luffy winning that back before FS.

Good thing about DBs is Oda makes tons of use out of overhyped statements and hyperboles. So if Kong ever gets anything, it's likely to be some massive statement like "his DF is the physically strongest out there!" or some shit lmaoo.
