I’d love to say yes, but it really depends. G3 Luffy and even a YC3 are worlds apart. I don’t think current G3 Luffy without Adv. Haki is getting past a biscuit soldier.

And the best we can say about Yamato is that she’s decently above G3 Luffy. I think it’s debatable if Who’s Who defeats Yamato fairly. Not sure I’d champion it whole heartily

Despite the strength boost in Udon, you don't think that Luffy's EG would not deal jack shit against a biscuit soldier?

I'd put Yamato between Flying Six and Calamity level (Jack); hence Who's Who beating Yamato should put him on par with Jack.
