@Cinera Luffy in Udon was under the impression that the technique which Rayleigh used would allow him to break Kaido's though scales https://i.imgur.com/uaWkygF.png and Kaido mentioned the same technique this chapter, also he was shocked, similar to when Big Mom was vulnerable, when the picture of Mother Carmel was destroyed, so maybe all of that accumulated caused him to be vulnerable....

So if it's just a skill that Luffy missed, just like against Crocodile and maybe Kaido's emotional state played a role too I think then it's excuseable....
