If he don´t would care for powerlevels he would not wait with Luffy to defeat a Yonkou already in WCi arc. Also Oda had enough hardtime to make Luffy stronger, he gave him FS and advanced CoA+states improving and he himself getting stronger. He build up one step to the another to make Luffy ready for the big battle. In that case Oda care for the powerlevels.
