The whole point about betting his arm is to forfeit shanks claim to be pk so luffy can be. 2 arm shanks can become pirate king he CHOSE TO GIVE that up.
This is story. Shanks give up power for more story based role mihawk is less story based more power based. Its not a bad thing mihawk and shanks are beasts. But shanks is role is for plot now and mihawks role is for his power. imo

Mihawk and 2 arm shanks are equals. And were when they duelled.
Then shanks gave up his dominant arm for luffy. Its not a sacrifice it doesnt affect his power.
Mihawk stops fighting shanks because of this.
I think its obvious why mihawk was bored until zoro caught his eye.
