The other examples of strong female characters we have don't hint at good things for Hancock. Momousagi is festless and with shaky hype, and Tsuru is old and not well explored. That leaves us with Smoothie and Big Mom.

Smoothie is a mid high tier, and Big Mom is a top tier. Smoothie was made into a meme and rendered useless for the entirety of the arc (despite her presumptive strength). Veteran level characters like Oden and Daifuku wherr much more proactive and effective than her.

Big Mom became an even bigger Meme and was humiliated by low tiers and mid tiers. She got neg diffed by a high high tier (King) and mid diffed by a mid high tier (Queen). She's the biggest meme of all in OP.

That people can look at Smoothie and Big Meme and expect Hancock to show herself superior to solid high tiers like Doflamingo (who has consistently superior portrayal) is just disappointing. Even if Hancock does end up strong, knowing Oda she'll reveal herself to be quite incompetent.

As of this point, I wouldn't put it past Oda to make Hancock a damsel in distress for Luffy to rescue. It certainly fits his modus operandi (and is a convenient avenue to resolve any loose threads in the Celestial Dragons connection). Hancock getting captured by the Navy's new weapons as a way to hype them up wouldn't be surprising.
