Marimo_420I'm not really sure he did model his approach after Tobirama's. He did respect him I guess, but the former and latter statements aren't really cemented in the manga unless I've missed it, or forgot.
If he has, it's a more perverse and far more messed up ideal than what Tobirama stood for
Danzo twisted that ideal himself and the fault remains his own and not Tobi's. He had no intention of creating such sick monsters
CineraDanzo was just the natural extension of Tobirama's doctrine. Tobirama would have endorsed the plot to annihilate the Uchiha.

Bar the Uchihas themselves, Tobirama is the one who understands them the most. Yes he would kill them in the battlefield but so would every Senju and every Uchiha.
He just looks that bad because he's compared to his brother. Hashirama is probably the most passive ninja to have ever exsisted.

Marimo_420While I won't deny the fact that his polices are what planted the seeds in the first place, I will say that his reasons for making such policies were not out of spite. He knew the Uchiha were strong and by letting them become a policing force was his way of showinf them trust.
CineraNah. He prevented them from properly integrating with the village or earning recognition/success through shinobi missions. He worked to curtail their power and keep them isolated.
