CineraBarring the ridiculously powered tiers, on average a lot more goes into a Naruto battle than an OP battle. Things like knowledge, environment, tools on hand, etc can play a large role in determining the outcome.
CineraThe winner of the fight is more dependent on intelligence, skill and how the skillset of the characters match up against each other than simple arithmetic of raw stats.
A can beat B and B can beat C, yet A would lose to C.
CineraMatchups matter a whole lot more in Naruto fights.
CineraTeam battles and coordination are more of a thing as well. A team of genin could beat a chunnin, a pair of chunnin playing their cards right could beat jounin.
CineraI think this is all to say that Naruto battles are simply much more cerebral than OP battles.

EnaIDK I feel like duringe the sasuke vs deidara fight Kishimoto just stopped caring about power level and shit like that and started drawing the flashiest fights he could, adding the fact I don't watch/read it for a long time the result is I find it hard to really understand the characters power level
And I'm pretty sure "knowledge, environment, tools on hand" stopped being a thing during the fourth shinobi world war
