Orochi is superior in probably every regard minus cutting ability which gives Mihawk the edge. Mihawk can probably slice through anything Orochi throws at him

Well, Saitama, Boros, Garou, Tatsumaki, Pykorochi, probably Blast (his alter ego), Black Sperm beat him with zero doubts. Maybe Metal Knight if we take his hype into account. Mihawk beats everyone else. So he's high tier depending on how you'd formulate a tier list.
