Zoro's city level+ in OBD due to some calcs but honestly, he can straight up cut an entire mountain sized golem in half. Even if Pica's waist is quite smaller than "regular" mountain, it's still an amazing feat cutting 300 - 600m stones from a 1-1.5km sized golem. And city+ is too weak for that imo.
