The Katakuri vs Luffy fight was a representation of Luffy entering the world of monsters, aka passing the 1 billion mark, that Oda constantly hyped up from Zou to WCI. Now Luffy is officially in the same realm as the YC monsters that are above 1 billion.
When will he surpass the YC all together? When he beats Kaido with help. And even then it won't be clear due to Beckman's hype & Shiryu's potential .

That assumes Luffy fights BB right after Kaido, which is not really likely. There is more than likely gonna be another big fight for Luffy that will hype him up properly for Blackbeard, if this is happening right before Raftel.
He surpassed it by a good amount, due to partial false hype. If removing the false hype, his bounty probably would be slightly higher than Katakuri's.

That's pretty much the big hype around Oden's piracy and what he's known for in the piracy world. Somebody who was once a commander under WB. Roger picked him up later for only like 2-3 years if my memory serves me right.
