AoE isn't automatically an indicator to destroy something, especially not the scale of an island. Kuma's Ursus Shock was island sized yet it doesn't have the AP to destroy an island.

Once again: Kaido can use his powers as much as he likes in combat and if his power is strong enough to create powerful flame clouds of this level, he sure can spam attacks with similar attack potency in combat.

If the author stated a certain number of which Meruem used his power for, this would be a start but a simple "Yo, it's just a flicker of his power!" isn't enough. However if the author stated "Meruem used 1/100" of his power, this would be a start at least.

I accept that Meruem is small city/city level but not baseless fanfiction, sorry. If you can prove that Meruem exact AP is x or y, you can always bring a panel of this feat unless there's none.

What Meruem has for him :
- He beat Netero low high diff at worst. He was injured after the fight but not much. And Netero was calc I think to from large town to small city level. So Meruem even Pre Rose should be around Small city level or small city level +. With post Rose amp I think Meruem enter clearly in the City level class or even City + given his brain advantage and can create new skills.

Compared to Pre rose : Meruem gains :
- better physical stats amped by Pouf and Youpi (the strongest RG physically)
- From Pouf he can divide himself, hypnosis powers (large scales) and can read emotions/minds.
- From Youpi he gains rage boost, shapeshift and rage blast. And Centaurus transformation.
Given his brain and all these powers I think he can contend for a while against people stronger than himself.

Mereum held back tremondously. He had to checkmate him without killing him. If he would bloodlusted he wouldve destroyed Netero then and there....

OP high tiers are either city+ or small island level. I'd say that Meruem could be city lv but city+ is too farfetched and speculative imo regardless how casual he was against Netero or about him destroying a hill.
