well they are likely close in power regardless of who is stronger , maybe Akainu thought that would be enough to force Fuji out
based on what CD's and Gorosei chosen him to be their protector ? i think the only sure thing is that we know Ryokugyu's Marine superior
( Akainu ) send him to Mariejois . we don't know of CDs or Gorosei directly contacted Akainu to summon Ryokugyu

well , i agree with that pattern for the pre TS Admirals ( Akainu >= Kizaru >= Aokiji ) .
however i'm still not sure with post TS Admirals , but Oda didn't have to follow the same pattern with pre TS Admirals , but yes , based on current feats , Kizaru looks better than Fuji
being introduced last doesn't always mean they are the strongest though . Mihawk was the first Warlord to be introduced ,
