Outside view, well I acknowledge that some people who I think are reasonable powerscalers feel that Zoro vs Marco is debatable, and I just shrug and go "eeh", maybe there's something I'm missing.

I don't think Sabo or Dragon Kaido can plausibly win against Zoro due to terrible matchups as opposed to Zoro clearly being beyond their level entirely.

I think that End of Wano Zoro would handily beat Issho and Base Kaido, but Zoro doesn't yet have the feats to make that argument, so I'm not going to make it.

On your list, the one I'm confident that Zoro should be above, is Marco, Marco likely sees Zoro as somebody stronger than him, based off his comments during their interaction and the fact the chose to carry Zoro up.
Sabo during Levely arc is likely around current Luffy level, stronger than Zoro. Zoro(high ball) might be a match for DR Mera Sabo.

Depends on your definition of top tier though, to me, the weakest top tier is post Payback War BB, which is why I never considered Oden a top tier, he's a very strong in-betweener.
In-Betweener level goes from post-WCI Luffy(just a bit above Katakuri, one of the strongest YC/high-tier) all the way to MF Gura BB and Old man Trio.
I think all of the Rooftop 5, except for Killer, is likely within that range.

Somewhat true, but Kong Gatling rivals Zoro's feats, plus Luffy has KKG that we know of. Where do you place current Luffy and Beckman? In relation to Zoro.
