@Xione I tentatively react my Tsuru slander. Prime Tsuru seems to have been at least a mid high tier, and possibly a high high tier.

She had the title of "Great Staff Officer" and was Sengoku's assistant. "She's implied to be very powerful, possibly the strongest female marine", unfortunately Oda's record with female characters isn't good enough to be excited by this, but eh, I'll take what i get.
