Given that all three had the same pre frozen bounty and were COO and COA users, I wonder if Oda was trying to portray them as having been on a similar level. I kind of expected Pica to have a higher bounty (but wasn't surprised he didn't). At any rate, Pica's feats were vastly superior to the other two, so i guess the clear feats outweigh the comparable portrayal from their bounties.

Thus does make me update away from trusting bounties as indicators of combat ability.
