It all depends on what Oda wants/has planned for her character. She's not really capped at any given combat level.

Without luffy there. She is just there to get clapped. Luffy won't be going to kaido any time soon so there's no reason for her to do anything significant. She's just the trigger for his backstory. They may not even fight. If they do he clapping.
