She wasn't respected as a combatant by Oda. She was never even properly depicted as a combatant.
CineraIt felt more like she was cosplaying a gladiator than is actually one. And at the end of Dressrosa she returned to her proper position as just another pretty princess.
Because apparently, in Oda's world, formidable female combatants don't exist.

Oda doesn't need to tell us lies about her being an undefeated warrior (and why does "female" need to be specified anyway? Was Rebecca competing in another class with other sex objects like her?) when he shows quite clearly how formidable she is.

She completely blocks all his attacks and forces him to give up on getting past her and hear her out instead.
