Garp has never been a good parental figure, he literally left Luffy and Ace to fend for themselves and gave them to mountain thieves. Garp is also highkey a child abuser. He put in no effort into raising them or trying to get them on the "correct path" while Shanks/WB has been much better parental figure for both Ace and Luffy
