Shiryu is a hard character to power scale tbh… I would hope he is above the likes of Marco and the rest of YCs by a good margin otherwise his fight with Zoro at that point in the story is not higher than a mid diff.

When it comes to Kata, it’s an easy yes he is no exception. While once again Marco is confusing, but I don’t think Luffy needs G4, but if he does it’s just snake man and when he uses it the fight would end in few hits.

Mind you I’m not saying it’s gonna be a quick fight for Luffy to defeat them without G4, it could take an hour or two yet still his AP with advCoA and advCoC is too high for these guys to handle.
